This is a disappointing rule, and almost a bit hypocritical. But it's their event, and so I guess they can do what they want to.
I still can't get over the fact that the person putting out these stupid laws used to write rape novels. It's ridiculous.

About the rule 1/3 chest, I think u guy forget that in the old rule "the entire chest must be hidden" ---> so how does it become a ban?

Is it just me, or the Comiket IS a market, where we come to check about doujin an such? Because from that cosplayer's comment, Comiket is a place where cosplayers just hone their body, and show off in ... well, I can't find a word to describe it, the costume that show off your body the most.
Obviously, you wear what you like. But in public, especially in such a shut-in country like Japan, you have to CHOOSE the best costume, or people might think you are, at least, a prostitute. No, I'm serious here.
May be these rules are a bit hard in Western country, but if you're talking about sth as a ban, you should remember that at least 1/2 doujin at Comiket ARE ero. So why dont they just stop the Comiket? Because there is NO such thing as a ban here.
Sankaku might be a good resources for you. But you should read many other serious sources, before you shout it out. Why? because those from sankaku OBVIOUSLY have a tendency of OVERREACT even before they understand what they say.
